Fetal Infant Mortality Review (FIMR) Program

Dr. Tucker Balam, DO, Family Medicine, Beacon Health System

Learning Objectives:

  • Present how a combination of FIMR Clinical Recommendations and the Perinatal Periods of Risk (PPOR) Choices of Action framework produces targeted interventions that can be applied to day-to-day practice and strategies to improve maternal, pregnancy, and infant outcomes in a clinical setting.
  • Present infant and fetal mortality data from the findings of the St. Joseph County Fetal Infant Mortality Review (FIMR) program, including causes of infant loss and stillbirth and the opportunity for prevention.
  • Through composite case studies, highlight the importance of collaboration between healthcare providers, patients, social services, and community resources to address social drivers of health and respond to mothers’ concerns to improve early detection of pregnancy complications and strengthen support throughout pregnancy and the postpartum period.

About the presenters

As a Registered Nurse, Sally Dixon has spent her career caring and advocating for women and infants. In her current role as Maternal Infant Health Coordinator at Beacon Community Impact, Sally leads the St. Joseph County Fetal Infant Mortality Review Case Review Team and facilitates community action to address system, clinical, and policy factors that contribute to infant and maternal mortality and pregnancy loss to assure the conditions of optimal births for all people. Prior to joining Beacon, Sally led the FIMR Case Review Team at the St. Joseph County Department of Health for seven years. In addition to Sally’s work in public health, she’s held positions in labor and delivery, postpartum, newborn nursery, as grant writer and as a stay-at-home mom. Sally is a graduate of the Presbyterian Hospital School of Professional Nursing in Philadelphia and earned a bachelor’s degree in liberal studies and healthcare psychology from Graceland University.

Dr. Tucker Balam returned to Memorial in 2016 after practicing in rural Washington State. Prior to returning, he utilized his OB fellowship training and procedural skills acquired in residency to care for the underserved population in Omak, Washington. He has special interests in women’s health, sports medicine and the benefits of osteopathy. In 2018, he began as the OB Fellowship Director and is an ALSO-certified instructor. He is currently developing the osteopathic curriculum at Memorial.

He and his wife have been married since 2002 and take great pride in their three children. He is active as a team physician for USA weightlifting and the International Weightlifting Federation, where he helps care for beginner to Olympic-level athletes. In addition to medical coverage and being a certified referee, he competes in weightlifting and is trying to qualify for international competition.
